Salary: $45,093 - 47,839
Qualification:
Four year degree in rural development, planning, or related field or equivalent experience. Thorough knowledge of and experience with the delivery of rural water/wastewater and environmental services to small communities. Excellent written and oral communication skills required; ability to read, analyze and interpret various complex documents; ability to prepare effective program proposals, speeches, articles, correspondence, reports, and issue papers using original or Innovative techniques or style. Must be able to conduct meetings; design and facilitate training sessions; makes presentations as necessary. Excellent supervisory skills and experience in preparing, monitoring and controlling program budgets a must. Proficient in use of personal computer with word processing, spreadsheet, database, and telecommunications programs. Must maintain a safe driving record and have reliable transportation. Must be able to travel within the region and nationally with occasional overnight stays. State and/or Federal criminal background checks to be conducted as required by Southeast RCAP'spersonnel manual.

Rural Housing Specialist

Salary Entry Level - $28,129 - 29,841
Provides training and technical assistance to low-income communities and families in Virginia, to address housing needs with emphasis on water/waste water systems. Promotes housing programs with outreach to targeted communities. Works closely with contractors, community-based organizations, and government entities. Researches, analyzes, and identifies resources to meet housing needs.
Degree in Housing and Resource Management, Housing Planning & Design, Community & Resource Development preferred or four year equivalent experience. Knowledge of regulations for siting and construction of water/waste water systems and grant/loan applications procedures. Familiar with indoor plumbing/housing rehab needs of rural communities/families. Writes specs and estimates for housing rehab. Able to communicate effectively, both orally and written. Computer skills a must. Able to travel extensively. Valid drivers license required.
